TESDA AND ACEL : A PARTNERSHIP FOR DEVELOPMENT AND UPGRADING OF MANPOWER RESOURCES

As part of its continuing program for the development and upgrading of competency of the nation’s manpower resources, the Association of Carriers and Equipment Lessors, Inc. and the Technical Education and Skills Development Authority (TESDA) have signed the Memorandum of Agreement (MOA) that would give ACEL the sole responsibility of implementing a nationwide and unified system of occupational skills assessment and certification in the heavy equipment subsector of the construction industry.

In its role as an Accredited Organization (AO), ACEL which has the technical capability and resources to undertake the program will serve as TESDA’s partner in strengthening industry-led assessment and certification that will result in developing world class manpower resources and, thus, help in increasing the middle manpower’s employability both locally and internationally.

The MOA, in effect has designated ACEL as the Sectoral Competency Assessment and Certification Committee (SCACC) for the sector and as such the association is tasked with the following:

    • To make its facilities, personnel and related resources in the implementation of the Occupational Qualification and Certification System within the heavy equipment operator sector;
       
    • Undertake the development, revision and validation of Occupational Skills Standards (OSS) and Competency Assessment (CA) within the sector;
       
    • In coordination with the TESDA Provincial Competency Assessment and Certification Committee will be responsible in the conduct of skills assessment for occupations in the heavy equipment operations;
       
    • Provide TESDA with industry data and profile which will serve as basis for Assessment and certification;
       
    • Submit to TESDA recommendations to improve implementation of qualification and certification program for the sector;
       
    • Issue the Transcript of Competency which shows the specific skills certified for the holder of the COC. The transcript will be jointly signed by the TESDA provincial director and the ACEL president;
       
    • Issue Certificate of Competency (COC), National Certificate and License to successful examinees. The COC, National Certificate and License shall be jointly signed by the TESDA Director General and the ACEL president.
       
    • Accredit jointly with TESDA assessors who shall regularly work either on a full time or on call basis on the development and administration and administration of OSS and CA.

TESDA for its part is mandated to oversee the implementation of the program, more particularly the following:

    • Provide assistance in the implementation of the program;
        
    • Issue the Certificate of Competency (COC), National Certificate and License to successful examinees;
       
    • Accredit assessors who shall regularly work on the development and administration of the OSS and CA;
       
    • Jointly with the AO maintain a system of monitoring and documentation as a necessary requirement for a sustained program management;
       
    • Coordinate with the AO through its provincial and regional assessment and certification committees.

For the past years, ACEL has played a crucial role in the implementation of a national competency and certification program. It has identified and endorsed the priority qualifications and helped develop the training regulations in determining the qualifications, competency and training standards and assessment arrangements.
